BIOGRAPHY

In addition to practicing law, Lance Morgan is President and Chief Executive Officer of Ho-Chunk, Inc., one of the premiere tribal economic corporations in the United States.  Mr. Morgan founded Ho-Chunk, Inc. in 1994 after one year of private law practice with Dorsey & Whitney LLP.  Mr. Morgan started Ho-Chunk, Inc. with a $25,000 investment from the Winnebago Tribe of Nebraska and a single employee with a goal to create jobs for tribal members and to help the Tribe become economically self-sufficient. 

In the 25 years that Ho-Chunk, Inc. has been in operation, Mr. Morgan has been instrumental in creating a tribal legal infrastructure and corporate structure that has enabled Ho-Chunk, Inc. to operate under ultimate tribal authority and control, but independent from the vicissitudes of tribal politics.  In 2017, Ho-Chunk, Inc. had total annual revenues of approximately $271 million.  And today, Ho-Chunk, Inc. has over 1,000 employees with operations in 24 states and 10 foreign companies.  Ho-Chunk, Inc’s portfolio includes information technology, construction, government contracting, green energy, retail, whole distribution, marketing, media and transportation.  Under Mr. Morgan, Ho-Chunk, Inc. has been a leading innovator in harnessing the power of tribal sovereignty and tribal regulation to grow tribal economies.  Ho-Chunk, Inc. continues to achieve its goal of providing jobs and a better standard of living.  Its distributions back to the Winnebago Tribe of Nebraska have helped combat poverty, education issues, a tribal housing crisis, and made the Tribe a leader in Indian Country.

Mr. Morgan’s legal practice includes advising other Tribes on creating the legal and corporate infrastructure necessary to build a successful tribal economic development corporation.  His practice also includes strategic planning and financing for tribal economic development.  Mr. Morgan further provides expert witness services in the areas of tribal corporate structure, tribal sovereign immunity, tribal economic development, tribal regulation, and tribal taxation. 

Under Mr. Morgan’s leadership, Ho-Chunk, Inc. has been recognized by a variety of national organizations including; Innovations in Government Award, sponsored by Harvard University and the Ford Foundation; Honoring Nations Award, also sponsored by Harvard; Minority Business Magazine, Entrepreneurial Spirit Award; Distinguished Alumni Speaker, Harvard Law School; Small Business Administration; U.S. Department of State; U.S. Department of Commerce; and the White House.

Mr. Morgan was selected as “Champion of Change” by the White House in 2011.  In 2012, he was awarded the Nebraska Builder Award by the University of Nebraska and the keynote speaker for commencement ceremonies.  Mr. Morgan was honored with the Advocate of the Year Award by the U.S. Department of Commerce’s Minority Business Development Agency in 2014.
